Information for foreign doctors

What requirements do foreign doctors have to meet in order to be allowed to work in Germany? Here you will find initial information on what to look out for.

The most important documents are:

Which requirements must be met for these documents depends on whether you are an EU citizen or come from a non-EU country.

EU citizens (+ Iceland, Norway, Lichtenstein and Switzerland)

The following evidence and declarations must be submitted in full:

  1. Written Request according to the form (§ 3 BÄO)
  2. Tabular curriculum vitae (Course of study and professional career)
  3. a Birth certificate or an excerpt from the parents' family book as an officially certified photocopy
  4. a civil Proof of name changeif the name or the spelling now used differs from that in the birth certificate (e.g. marriage certificate, excerpt from the family register kept for the marriage or certificate about the change in the spelling of the first or last name) of the applicant in an officially certified copy
  5. Proof of identity (official document with name, date of birth and place of birth, e.g. passport) in officially certified photocopy
  6. a official certificate of good conduct (Document type O for submission to the State Office for Social Affairs) or instead of this certificate, a certificate issued by the competent authority in the home country or country of origin in the original; when applying (= receipt of the application for a license to practice medicine), the certificate may not older than 1 month be
  7. a medical one Original certificate of suitability for health; upon receipt of the application not older than 1 month. It must show that the applicant is not unsuitable for practicing the medical profession in terms of health (= wording of the law).
  8. Documents that are suitable to show that you want to practice the medical profession in Saarland (e.g. confirmation of the future employer about the intended employment in the original),
  9. Medical diploma / examination certificate, List of subjects and grades as well as academic degrees in an officially certified photocopy of the originals by the competent authority of the country of training in accordance with the Hague Apostille. If the country of training is not a signatory to the Hague Apostille, the originals may be requested to be authenticated, whereby the supreme health authority and the German embassy in the country of training must have participated in the certification process.
  10. Testimonies of the previous medical activity in an officially certified photocopy,
  11. possibly. Permission to practice the medical profession on a temporary basis (§ 10 BÄO) in an officially certified photocopy (if the medical profession has already been practiced in Germany),
  12. Clearance certificate the competent authority of the country of origin (Good-Standing Certificate) - if submitted not older than 1 month - from which it emerges that the applicant is fully authorized to practice the medical profession and that no professional or disciplinary measures have been taken against him, in the original (No submission is required if the medical profession has not yet been practiced in the country of origin),
  13. Proof of sufficient Knowledge of German Oral and written, which are necessary for comprehensive medical work (language skills at level B2-GER and technical language skills at level C1-GER).

EU citizens automatically have a work and residence permit for Germany.

Certificates in a foreign language must be submitted in German translation by an interpreter or translator authorized or sworn in Germany for the respective language - in the original.

The work permit must be applied for at the job center of the respective city or municipality in which you would like to work.

In addition, a residence permit for Germany must be applied for. This is applied for at the immigration office of the respective city or municipality.

In the case of non-EU citizens, an equivalency check is first carried out in Saarland by the State Office for Social Affairs. If the authority determines that the study completed abroad is equivalent, it grants the license to practice medicine. If, on the other hand, equivalence cannot be determined because there are clear differences between the medical training in the country of origin and the medical training in Germany, the authority can insist on taking an examination (knowledge test), provided that the differences in training are not offset by relevant professional experience can be. This is always a case-by-case examination and decision. The knowledge test is intended to provide information on whether the applicant has the same knowledge that is required of medical graduates in Germany. This examination should focus on the subjects of internal medicine and surgery. In addition, content in the areas of emergency medicine, clinical pharmacology / pharmacotherapy, imaging procedures, radiation protection and legal issues relating to the medical profession should be taken into account. The knowledge test is an oral-practical test with a patient presentation and should usually last 60 minutes. It can be repeated a maximum of two times.
